Forasmuch as the truth (being of her own nature of a most excellent virtue, force, efficacy and working) cannot but by process of time break out and show herself, howsoever for a while she may, by the iniquity and frailty of man be suppressed and kept close; and being revealed and manifested, ought to be embraced, acknowledged, confessed and professed in all cases and matters whatsoever; and forasmuch as the truth of the great, splendid, diverse and worthy labors of Khioniya Nikolaevna Ryseva as Tyger Clerk of the Signet, an office devoted to the betterment of all Eastern subjects and to the increase of glory of the Eastern Throne, has been revealed and made manifest to our eyes and has been confirmed by the acclaim of the worthy and honored citizens of our Realm; and forasmuch as we are charged with the defense of the truth in all cases and matters as fall within our singular and lawful authority; therefore do we, Gryffyth and Aikaterine, King and Queen, of our own power and authority, give, grant and by the present charter confirm the induction of the said Khioniya into the Order of the Pelican and do further command, instruct and authorize the said Khioniya to bear hereafter and in perpetuity the signs and emblems of the said Order and to display such signs and emblems so that the truth herein affirmed and acclaimed shall be perpetuated and made known to all persons. And so that our Royal Will may be known, enforced and acknowledged, we have caused this present charter to be draw upon and strengthened by the character of our signs manual this 15th day of January in the forty-fifth year of the Society, sitting on our thrones in Settmour Swamp.

In the Court of the most excellent prince and lord, Gryffyth, most illustrious king of the East, and of Aikaterine, his Queen, held at the Barony of the Bridge on the second day of April in the forty-fifth year of our Society. Whereas, for such a long time that there is no recollection to the contrary, the most excellent and mighty princes, the illustrious kings of the East, have by ancient, customary and laudable usage possessed the right of presentation of diverse honors, emblems and endowments to those subjects who have, by their valor, labors, bearing and loyalty, proven themselves to be worthy servants of the Crown and the Kingdom; and Whereas, by the diligent, careful and mature inquiry and deliberation it has emerged more plainly in the light of day that Lillian Stanhope is and ought to be acknowledged and lauded for her exemplary service in matters touching upon the good weal of the Realm, most especially her care for the Princess Royal; Therefore, by the uniform deliberation of the estates of the realm, and by our singular Royal authority be it now advised, concluded, delivered and enacted that the aforesaid Lillian henceforth hold the title, estate and status of a Baroness of Our Court, with all of the emblems and signs and honors appertaining thereto; and we do further of our Royal authority grant to the aforesaid Lillian the following Arms: Sable, on a lozenge argent a seahorse vert, in chief two escallops argent. In witness of all and sundry of which things was appended the signatures of our most illustrious prince and lord, Gryffyth, most distinguished king of the East, and Aikaterine his Queen, on the year, day and month abovewritten.
